New supported living rehabilitation service opens in Burnley through partnership between Making Space, Lancashire County Council and Halo Housing

A brand-new supported living rehabilitation service – Inspiring Minds East – has officially opened in Burnley, giving people living with mental illness the support, skills and confidence they need to move towards independent living.
Commissioned by Lancashire County Council (LCC) and operated by Making Space, the purpose-built development on Bank Parade offers nine high-quality, self-contained flats. The scheme is managed in partnership with specialist housing provider Halo Housing Association.
The service opened in August 2025, with an official launch event on 25 September attended by representatives from LCC, Halo and Making Space. Guests toured the new facilities, joined group activities, and met with staff to hear about the impact Inspiring Minds East will make.
Inspiring Minds East follows the successful model of Inspiring Minds Preston, which offers five similar flats. The Burnley service provides an 18-month rehabilitation pathway for adults with a primary mental health diagnosis, including people with additional needs such as substance misuse history, learning disabilities or trauma.
With staff on site 24/7, the focus is on helping residents live safely, manage their care and finances, maintain a home, build positive relationships, and play an active role in their communities. Each flat is let on a weekly assured tenancy from Halo Housing, giving residents stability as they work towards independence.

We’re pleased to be working with Making Space and Halo Housing once again to bring this new service to Burnley. This service will mean that people receive the help and support they need to maintain their independence, health and wellbeing, and participate in the community.
One new resident shared their excitement about moving in:
It’s great having my own place, and I also like that there’s somewhere we can sit and talk with other people who live here. Two of us have bonded over our love of Halloween, so we’re planning something to celebrate, and I’ve already started decorating my room with a Halloween theme!
